What is Parents As Teachers?
P.A.T.
This is a program that is
funded by Clinton's Americorp (formerly the Peace Corp) money. It
is another social restructuring program designed to convince young parents
that only government certified "super nannies" are capable of evaluating
and preparing their children for the world of the 21st century. This
is done by extensive government evaluations and testing of children in
the areas of Health, Discipline, Psychological adjustment, and Educational
expectations.
Parents are then given a
"Learning Plan" for their children, and are expected to follow the
governments plan for their
childs complete development.

A former P.A.T. "super nanny"
says;
"The Parents as Teachers
Program describes it's self as an 'innovative
parent-child early childhood
education program designed to give children
their best possible start
in life'. The literature states that the program is
based on the philosophy
that parents are their child's first and most
influential teacher.
At the core of it's agenda is the assumption that the
typical American home today
is a potential hot bed of physical and emotional abuse for children, and
only government-certified
entities are equipped to fulfill the task of raising emotionally healthy
children prepared for life in the emerging global village."
Hense we have the "law of
replacement."

In the P.A.T. scenario, the GOVERNMENT
takes on the RESPONSIBLIITY TO DETERMINE, through testing and screening
of the childs physical, mental, and emotional profile, the needs of the
child. The parent then become the "in house teacher" for the Government
"Super Nannie." The job of the "in house teacher" is to follow the
lesson plan left by the "super nannie." That lesson plan is designed
to train the child to meet all the the criteria that the "super nannie"
has determined is necessary for the childs development and well being.
The "in house teacher" is then evaluated as to whether they are meeting
the determined needs of the child. If for some reason the "super
nannie" has some concerns that the "in house teacher" is not meeting the
needs of the child, and the child is at risk of neglect or abuse, (mental,
emotional, or physical) then Child Protective Services is called.
At which time the "super nannie," with a documented history, is key in
the determination of the further needs of the childs. Thus we have
replacement, rather than restoration. The basis for this program
is... the parent is presumed incompetent, until proven competent.
In the correct scenario THE PARENT
takes the RESPONSIBILITY to DETERMINE theneeds of their child. Asking
for help if needed, by attending a parenting class, while maintaining control
of ALL family information, testing, results etc. IF the Government
"Super Nannie" visits the home, the "super nannie" is simply an invited
guest. When the guest leaves, the guest takes nothing, and reports
nothing. The "super nannie" simply trains the parent how to
evaluate their own child, and make their own family determinations.
Thus we have restoration, not replacement. This then respects "the
right of the people to be secure in their person, houses, paper, and effects."
The basis for this program is that the parent is presumed competent until
proven incompetent.
The P.A.T. program is a program
of replacement, not restoration. It does little to restore good parenting
principles that may have been lost, it simply replaces the parent.
If it taught the parent how to test, screen and train their own children,
it wouldn't be as troublesome, but it REPLACES the parent by
having a "super nannie" doing the testing and screening, then the "super
nannie" determines how and what the child needs to be taught, based on
the current trends in the "super nannie" peer group.
We see the "law of replacement"
taking place in all of the Government
programs that are designed to
"help" the children. Once this law is
understood, it becomes very
apparent in these programs. I would ask that
you use this law to measure
the value and correctness of the programs that
you support.
THE KEY QUESTION
What happens when the P.A.T.
"super nanny" sees family behaviors through screening and testing that
SHE deems questionable, or suspicious?
(politically incorrect?)
The answer is
Child Protection Services
is called. That leaves the family without the
protection of the right
to be secure in their persons, houses, papers and
effects. (4th amendment)
We have abuse laws that require under penalty of prosecution that any suspicious
behavior be reported to Child Protection Services.
