This bill has been reported out of committee and will come up on the House floor next week.  We will really need to contact our Representatives and kill it on the floor so it doesn't go on the the Senate.  It allocates $10,000 to the State Board in 2001 to create pilot service-learning programs in select districts across the state.  Service learning is like service hours for Scout rank advancement, or community service projects like Adopt-A-Highway.  It takes time out of the regular academic curriculum for busy work that should be at the discretion of the parents and students.  This program is voluntary for the district, but may not be voluntary for the students, because it is tied to their graduation requirements.  Don't we require criminals to do community service hours?

This bill is frivolous now, but could gain momentum and suck more money later.

  2    RELATING TO THE PUBLIC SCHOOLS; PROVIDING LEGISLATIVE INTENT; AMENDING CHAPTER
  3        2, TITLE 33, IDAHO CODE, BY THE ADDITION OF A NEW  SECTION  33-212,  IDAHO
  4        CODE, TO PROVIDE THAT A SERVICE-LEARNING COMPONENT BE ADDED TO HIGH SCHOOL
  5        GRADUATION REQUIREMENTS AT THE SCHOOL DISTRICT'S OPTION; AND APPROPRIATING
  6        MONEYS  FROM  THE  GENERAL FUND TO THE STATE BOARD OF EDUCATION FOR FISCAL
  7        YEAR 2001.
 
  8    Be It Enacted by the Legislature of the State of Idaho:
 
  9        SECTION 1.  LEGISLATIVE INTENT. The Legislature of the State of Idaho rec-
 10    ognizes that service opportunities can play  an  important  part  in  a  young
 11    person's healthy development and that school-based service-learning opportuni-
 12    ties  are  a  component  in  a  young  person's healthy development and that a
 13    school-based service-learning opportunity is a component  that  conforms  with
 14    Idaho's statutory definition of a thorough system of public schools.
 
 15        SECTION  2.  That  Chapter  2,  Title  33, Idaho Code, be, and the same is
 16    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
 17    ignated as Section 33-212, Idaho Code, and to read as follows:
 
 18        33-212.  SCHOOL-BASED SERVICE-LEARNING OPPORTUNITIES. School districts may
 19    authorize  a  service-learning  component  be added to their local high school
 20    graduation requirements. This authorization shall not be construed as  compul-
 21    sory upon local Idaho school districts. The state board of education is autho-
 22    rized  to  receive  and  expend any service-learning funds appropriated by the
 23    legislature on a case-by-case basis.
 
 24        SECTION 3.  There is hereby appropriated $10,000 from the General Fund  to
 25    the  State  Board of Education for the fiscal year beginning July 1, 2000, and
 26    ending June 30, 2001, for the purpose of implementing the provisions  of  this
 27    act  and  funding  service-learning pilot projects in select Idaho school dis-
 28    tricts. It is the Legislature's intent that service-learning appropriations in
 29    fiscal year 2001, and fiscal year 2002, be directed to school districts  will-
 30    ing to serve as pilot sites for service-learning programs.
